Narrative:
Possible airspace incursion of north perry air traffic area west/O established 2-WAY communications. VFR flight for the purpose of photographing real estate in broward county fl, southwest of north perry airport. Takeoff from tamiami airport. Contact established with mia approach, frequency maintained throughout flight. Navigation using pilotage with current miami TCA chart (miami sectional chart also available in cockpit). Orbit southwest of north perry airport attempting to maintain outside of north perry air traffic area, opa locka air traffic area and beneath miami TCA using ground references displayed on TCA chart. Mia approach does not advise frequency change to north perry control tower. Pilot does not initiate. Pilot's first flight as commercial pilot. Attempts diligently to make flight a success. Pilot's training concentrated in western USA (az). Experience limited in VFR flight in and around controled airspace. Overly concerned with TCA. Pilot has no experience in miami area other than out of tamiami airport out to everglades and back. Increase requirements for dual VFR training flts into and especially around controled airspace for a private pilot's license. Especially important in areas where controled airspace is limited. Using advisory circulars, stress importance of pilot chkouts in new areas--especially controled airspace when pilot's training and experience show lack of such experience. With increase of controled airspace, needs to be stressed during all pilot chkflts, biennial flight reviews, etc.

Title: GA SMA UNAUTH PENETRATION OF AIRSPACE.
Narrative: POSSIBLE AIRSPACE INCURSION OF NORTH PERRY ATA W/O ESTABLISHED 2-WAY COMS. VFR FLT FOR THE PURPOSE OF PHOTOGRAPHING REAL ESTATE IN BROWARD COUNTY FL, SW OF NORTH PERRY ARPT. TKOF FROM TAMIAMI ARPT. CONTACT ESTABLISHED WITH MIA APCH, FREQ MAINTAINED THROUGHOUT FLT. NAV USING PILOTAGE WITH CURRENT MIAMI TCA CHART (MIAMI SECTIONAL CHART ALSO AVAILABLE IN COCKPIT). ORBIT SW OF NORTH PERRY ARPT ATTEMPTING TO MAINTAIN OUTSIDE OF NORTH PERRY ATA, OPA LOCKA ATA AND BENEATH MIAMI TCA USING GND REFERENCES DISPLAYED ON TCA CHART. MIA APCH DOES NOT ADVISE FREQ CHANGE TO NORTH PERRY CTL TWR. PLT DOES NOT INITIATE. PLT'S FIRST FLT AS COMMERCIAL PLT. ATTEMPTS DILIGENTLY TO MAKE FLT A SUCCESS. PLT'S TRNING CONCENTRATED IN WESTERN USA (AZ). EXPERIENCE LIMITED IN VFR FLT IN AND AROUND CTLED AIRSPACE. OVERLY CONCERNED WITH TCA. PLT HAS NO EXPERIENCE IN MIAMI AREA OTHER THAN OUT OF TAMIAMI ARPT OUT TO EVERGLADES AND BACK. INCREASE REQUIREMENTS FOR DUAL VFR TRNING FLTS INTO AND ESPECIALLY AROUND CTLED AIRSPACE FOR A PVT PLT'S LICENSE. ESPECIALLY IMPORTANT IN AREAS WHERE CTLED AIRSPACE IS LIMITED. USING ADVISORY CIRCULARS, STRESS IMPORTANCE OF PLT CHKOUTS IN NEW AREAS--ESPECIALLY CTLED AIRSPACE WHEN PLT'S TRNING AND EXPERIENCE SHOW LACK OF SUCH EXPERIENCE. WITH INCREASE OF CTLED AIRSPACE, NEEDS TO BE STRESSED DURING ALL PLT CHKFLTS, BIENNIAL FLT REVIEWS, ETC.
