Narrative:

On the departure climbing somewhere between 20000 and 30000', ATC assigned us an airspeed of 310 KTS or greater. We complied and ATC gave us a frequency change. The new frequency was extremely busy with many aircraft transmitting simultaneously. During this phase we encountered moderate turbulence. The captain slowed the aircraft to 270 KTS. ATC requested our indicated airspeed. I informed him, followed by the captain, saying that we had slowed for chop and that the busy frequency had prevented him from informing ATC in a timely manner. ATC sounded irritated, gave us a vector off course and requested the aircraft behind us to slow to 250 KTS in order to 'save a career.' my analysis is that myself or the captain should have made a greater effort to get on frequency and inform ATC. However the attitude expressed by the controller through his comments was very unprofessional and unnecessary.

Title: ACR MLG NON ADHERENCE TO ATC CLRNC SPEED DEVIATION.

Narrative: ON THE DEP CLBING SOMEWHERE BTWN 20000 AND 30000', ATC ASSIGNED US AN AIRSPD OF 310 KTS OR GREATER. WE COMPLIED AND ATC GAVE US A FREQ CHANGE. THE NEW FREQ WAS EXTREMELY BUSY WITH MANY ACFT XMITTING SIMULTANEOUSLY. DURING THIS PHASE WE ENCOUNTERED MODERATE TURB. THE CAPT SLOWED THE ACFT TO 270 KTS. ATC REQUESTED OUR INDICATED AIRSPD. I INFORMED HIM, FOLLOWED BY THE CAPT, SAYING THAT WE HAD SLOWED FOR CHOP AND THAT THE BUSY FREQ HAD PREVENTED HIM FROM INFORMING ATC IN A TIMELY MANNER. ATC SOUNDED IRRITATED, GAVE US A VECTOR OFF COURSE AND REQUESTED THE ACFT BEHIND US TO SLOW TO 250 KTS IN ORDER TO 'SAVE A CAREER.' MY ANALYSIS IS THAT MYSELF OR THE CAPT SHOULD HAVE MADE A GREATER EFFORT TO GET ON FREQ AND INFORM ATC. HOWEVER THE ATTITUDE EXPRESSED BY THE CTLR THROUGH HIS COMMENTS WAS VERY UNPROFESSIONAL AND UNNECESSARY.
