Narrative:
Taking off from teb I armed the autopilot at 400 ft. It appears the auto did not engage and when I saw that we would be going through 1;500 ft I pulled the power back and leveled the plane as soon as possible. We were 150 ft high so I returned to 1;500 ft. As I was at 1;500 ft the controller said to climb to 8;000 ft. Rest of the flight was normal. We did an operational check of the autopilot at our next stop. This is the second autopilot switch installed on the aircraft. It checked ok. We did change our procedure to have the pilot not flying arm the auto pilot when the pilot flying calls for it and both pilots call out 'autopilot on.'

Title: A Premier Captain reported arming the autopilot at 400 FT on the TEB RUUDY2 Departure but it failed to engage and overshot the 1;500 FT constraint slightly.
