Narrative:

While starting the right hand engine; the ground crew signaled us to shut down the right engine. At that time the captain shut down the engine. Afterward we opened the cabin door and the ground crew told us that a piece of the aircraft had fallen off of the engine. After being told of this the captain went outside and the ground crew showed the captain what they believed had happened. The right engine site cover had come off of the aircraft. During the walk-around it did not appear that the panel was not secured properly.
