Narrative:
Approximately 30 minutes out from destination the captain noticed a glow at the upper left hand corner of the center windshield. He quickly turned off window anti-ice and shortly after that noticed that the center windshield had cracked. We accomplished the windshield cracked and/or arcing checklist in the QRH. Since we determined that it was the outer pane that had cracked; we accomplished that portion of the QRH checklist. While accomplishing the check and because it was about time to descend anyway; we also began our descent at approximately the time we were completing the checklist. We landed uneventfully.

Title: Approaching top of descent; MD80 Captain notices an orange glow at the top of the center windshield and turns off the windshield heat. QRH procedures are complied with and it is noted the outer pane of glass has a crack. The flight lands uneventfully at destination airport and is advised that they should have declared an emergency for this situation by the Chief Pilot.
