Narrative:

On 10/tue/88 I was working a mid watch assigned to sector 30. When I came in and the controller I relieved said we were having trouble with the interface to coast approach and had to make manual handoffs. Shortly after XA00 I experienced severe problems with sector 21's frequencys. I tried main, standby and buec. I also lost both the 137 and 136 lines to lax approach which is my only means of communication with them. After I reported this the techs worked on the problem and after a few mins they were ok. Within the next 30 mins or so I lost both sector 21 and 22's frequency, and both my lines to lax approach. I called the area manager down and told him I could not live with the frequencys, to log them all out. I took sector 30 (high altitude) additionally so that I would have a usable frequency and all the aircraft would not have to situation on the ground at lax. In addition to this lax tower lost their computer and they had to call me on all clrncs out of lax. Lax approach lost their interface to me and could not cll to make handoff's, so they had coast approach call me and sector 15 call. They ended up spinning air carrier X and air carrier Y because they couldn't coordinate anything with me. I told them if they couldn't get a hold of me to ship the departure's non radar and I would work it out. They had to ship air carrier Z to me non radar. I had problems with my interface off and on continually throughout the night. I had manual handoffs on air carrier D, air carrier east, air carrier F and air carrier G, and about 20 other aircraft between XA00Z-XB30Z. That is bad enough, but when you combine it with no landlines and no frequencys, it makes an unworkable condition. At XB25Z I lost sector 30's frequency's.

Title: ARTCC CTLR COMPLAINT ABOUT LANDLINE, RADIO AND COMPUTER EQUIPMENT PROBLEMS.

AFTER I RPTED THIS THE TECHS WORKED ON THE PROB AND AFTER A FEW MINS THEY WERE OK. WITHIN THE NEXT 30 MINS OR SO I LOST BOTH SECTOR 21 AND 22'S FREQ, AND BOTH MY LINES TO LAX APCH. I CALLED THE AREA MGR DOWN AND TOLD HIM I COULD NOT LIVE WITH THE FREQS, TO LOG THEM ALL OUT. I TOOK SECTOR 30 (HIGH ALT) ADDITIONALLY SO THAT I WOULD HAVE A USABLE FREQ AND ALL THE ACFT WOULD NOT HAVE TO SIT ON THE GND AT LAX. IN ADDITION TO THIS LAX TWR LOST THEIR COMPUTER AND THEY HAD TO CALL ME ON ALL CLRNCS OUT OF LAX. LAX APCH LOST THEIR INTERFACE TO ME AND COULD NOT CLL TO MAKE HDOF'S, SO THEY HAD COAST APCH CALL ME AND SECTOR 15 CALL. THEY ENDED UP SPINNING ACR X AND ACR Y BECAUSE THEY COULDN'T COORDINATE ANYTHING WITH ME. I TOLD THEM IF THEY COULDN'T GET A HOLD OF ME TO SHIP THE DEP'S NON RADAR AND I WOULD WORK IT OUT. THEY HAD TO SHIP ACR Z TO ME NON RADAR. I HAD PROBS WITH MY INTERFACE OFF AND ON CONTINUALLY THROUGHOUT THE NIGHT. I HAD MANUAL HDOFS ON ACR D, ACR E, ACR F AND ACR G, AND ABOUT 20 OTHER ACFT BTWN XA00Z-XB30Z. THAT IS BAD ENOUGH, BUT WHEN YOU COMBINE IT WITH NO LANDLINES AND NO FREQS, IT MAKES AN UNWORKABLE CONDITION. AT XB25Z I LOST SECTOR 30'S FREQ'S.
