Narrative:

Our aircraft had the fueling panel deferred and; therefore; had to be over wing fueled. When the fuelers finished the passenger door was closed. After the push back was started the flight attendant called to advise a passenger let him know that the right fuel cap was lying on top of the wing. I stopped the push and asked the ramper to check and he confirmed that it was not in place. We needed to call the fueler because the ramper couldn't reach it. After it was back in place the push back was completed.

Title: The fueler had to be recalled to the ERJ during pushback when a passenger reported the fuel cap lying on the top of the wing. Over wing refueling was required due to a deferred fueling panel.
