Narrative:
Descending through 700' AGL on visual/ILS runway 31L love field saw blue/white small aircraft Y go under left side of aircraft. I immediately added power to level off until I saw small aircraft Y on right side of aircraft, then continued descent to landing. Tower was using 2 frequencys at the time. He was on the other frequency. Apparently had been told to go above and behind us. Maybe he didn't see us. I estimated him to be 50-100' below us. We were descending at 700 FPM. I leveled off as he appeared to be level. I saw him approximately 2 seconds before I took action. I think the tower got confused on approach due to unusual 2 frequency operation, everyone thinking somebody else was in control. I landed on runway 31L, he on 31R, although he approached from west side through runway 31L localizer.

Title: NMAC AND LESS THAN STANDARD SEPARATION BETWEEN ACR AND SMA IN TRAFFIC PATTERN. OPERATIONAL ERROR AND OR PLT DEVIATION.
Narrative: DSNDING THROUGH 700' AGL ON VISUAL/ILS RWY 31L LOVE FIELD SAW BLUE/WHITE SMA Y GO UNDER LEFT SIDE OF ACFT. I IMMEDIATELY ADDED PWR TO LEVEL OFF UNTIL I SAW SMA Y ON RIGHT SIDE OF ACFT, THEN CONTINUED DSCNT TO LNDG. TWR WAS USING 2 FREQS AT THE TIME. HE WAS ON THE OTHER FREQ. APPARENTLY HAD BEEN TOLD TO GO ABOVE AND BEHIND US. MAYBE HE DIDN'T SEE US. I ESTIMATED HIM TO BE 50-100' BELOW US. WE WERE DSNDING AT 700 FPM. I LEVELED OFF AS HE APPEARED TO BE LEVEL. I SAW HIM APPROX 2 SECS BEFORE I TOOK ACTION. I THINK THE TWR GOT CONFUSED ON APCH DUE TO UNUSUAL 2 FREQ OPERATION, EVERYONE THINKING SOMEBODY ELSE WAS IN CTL. I LANDED ON RWY 31L, HE ON 31R, ALTHOUGH HE APCHED FROM W SIDE THROUGH RWY 31L LOC.
