Narrative:
This is the second time in a row I have been dispatched to lsgg; arriving with VFR weather to this facility with one active runway and no contingency fuel! Arrival fuel was supposed to be 12.5. This facility has only one concrete runway! If that single runway goes down for any reason; you pick it; it takes a minimum amount of fuel of 4;200 pounds to get anywhere else; lszh; blm or over the alps to milan. The computer program you use to calculate 'efficiency of flight'; obviously does not consider this safety issue. I added 4.2 to cleared fuel in consideration of safety. That particular leg to lsgg needs to have a biased additive of; minimum; 4.2 to the fuel load if there is no alternate planned.
