Narrative:
'Cleared as filed' maintain 2000' expect 170/in/10 min departure 124.9 a XXXX as filed was columbia, sc, direct (esi) direct. Harrisburg direct east texas direct (abe) after takeoff departure put us on a 70 degree heading and handed us off to jax center. Jax center then cleared us 'cleared on course direct sand hills VOR.' I questioned the routing change and was told that the clearance he had on us from cae was direct sand hills ect. Had the controller (jax) not included sand hills after cleared on course, we would have headed for kessel VOR with possible conflict of traffic. Later talking with columbia tower by telephone, they apologized for the mistake and said clearance delivery should have given us 'cleared to sand hills then as filed.' in this case the mistake was caught before conflict. Many times I am finding that when 'cleared on course' or 'cleared as filed' are given, the controller has different routing than we have. I am currently defending my actions and pilots license because of a prior instance when I was 'cleared on course' and rang the bells when I got within 4.8 mi of another aircraft. Center did not have the routing change we were given by the prior controller. Let's eliminate 'cleared as filed' and 'cleared on course' until we can be sure both of us know what that is.
