Narrative:
A KC135 missed approach off of fbk heading 180 climbing to 3;000 ft. The KC135 checked in and I issued a clearance to eil; heading 130 and climb to 3;000 ft. I thought the aircraft was out of 2;600 ft when it was actually out of approximately 1;700 ft. When I attempted to correct the error the pilot questioned my revised instructions. At this point the aircraft was out of 2;200 ft. I instructed the aircraft to disregard and shipped him them to east radar. [Recommendation] pay closer attention to altitudes on departure.
