Narrative:

I was acting in the capacity of flm in the wsc area. There was moderate to extreme weather throughout the airspace. The area was holding mia and fll arrivals at 3 different sectors. I had agreed to let mia approach reroute departures out arrival gates. Tarpon; the military authority based at nqx; called for the release of W174 surface to FL500. I requested that ZMA retain control of W174 F and G areas due to holding; weather deviations and the departure reroutes. Tarpon demanded the release; to them; of all W174. I then; through ZMA tmu; initiated a ground stop on one of the departure reroutes. Later I requested; again; through tmu; that ZJX hold fll and mia arrivals and that a 1st tier ground stop be initiated. I was told 'no... Have sector 8 hold them.' I was advised by the mission's desk that W174 G and bone fish areas had been capped at FL330. I advised the area and ensured they understood the altitudes. At sector 25; there was radar training going on. The sector was staffed with an radar controller and a hand off controller. The weather was impacting all of the available holding fixes in the sectors and therefore improvised holding needed to be issues. The trainer reached out to ZJX and told them to hold mia and fll arrivals in an attempt to get the sector back under control. As I was walking around; I noticed a B737 in the vicinity of W174 F and G. I reminded the controllers of the status of the warning areas. The mission specialist showed up in the area and advised me that tarpon had called about the flight. I then took a flight strip to the omic. Recommendation: tarpon needs to have their power of airspace claiming reduced when there is demonstrable need for the center to use the airspace. Tmu needs to be more responsive to area needs.

Title: ZMA Supervisor provided a detail account of a military airspace incursion during significant weather; multiple deviations; holding and heavy traffic resulting from the military's unwillingness to release airspace.

I then; through ZMA TMU; initiated a ground stop on one of the departure reroutes. Later I requested; again; through TMU; that ZJX hold FLL and MIA arrivals and that a 1st tier ground stop be initiated. I was told 'No... have Sector 8 hold them.'
