Narrative:
Aircraft experienced pressurization problem, declared emergency to descend to lower altitude. Emergency was avoidable if a normal climb had been affected. Center asked for a maximum rate of climb from 10000' to 17000'. Cabin climbed too fast for crew to troubleshoot, masks dropped and aircraft returned to base.

Narrative: ACFT EXPERIENCED PRESSURIZATION PROB, DECLARED EMER TO DSND TO LOWER ALT. EMER WAS AVOIDABLE IF A NORMAL CLB HAD BEEN AFFECTED. CENTER ASKED FOR A MAX RATE OF CLB FROM 10000' TO 17000'. CABIN CLBED TOO FAST FOR CREW TO TROUBLESHOOT, MASKS DROPPED AND ACFT RETURNED TO BASE.
