Narrative:

Flaps failed to extend; [so we] ran non-normal flap checklist and began to extend flaps with the altitude system. A skew condition developed; [so we] stopped deployment. [We] declared an emergency and ran the landing numbers for flaps less than one with full leading edge extension. After checklist was completed and while we were burning down fuel; we found right trailing edge skew circuit breaker was out. Reset circuit breaker and extended the flaps with the altitude system and then landed normally.

Title: A B737-700 flight crew was unable to extend trailing edge flaps symmetrically until directed by Maintenance to check the associated circuit breakers. After discovering and resetting an open TE skew CB; the flaps extended fully using the ALT system.
