Narrative:

I was working departure and my hand off released a dalton 19 departure. Once the aircraft was airborne it did not complete the turn to heading 280 within 2 DME of teb. The westwind did end up directly underneath a ewr arrival but did not see the altitude of the ewr arrival when the aircraft crossed. I know there are changes coming in the procedure. I just wanted to report that aircraft are not flying it correctly. This is the first report I have filed since the DME was changed from 4 to 2. However; I have observed that the majority of the aircraft that have flown the procedure since the DME change have not completed the turn within 2 DME. When I say majority; I mean more than 50 percent.

Title: N90 Controller described a near conflict event when traffic released off TEB on the DALTON SID conflicted with inbound traffic to EWR; the reporter indicating multiple aircraft fail to complete the required turn.
