Narrative:
Aircraft X was told to land runway 16 and that aircraft Y would land runway 11 and hold short of runway 16. Aircraft Y acknowledge lahso; but went around over aircraft X as it was exiting the runway. Lahso was on the ATIS.recommendation; runway 11 needs to be extended on the approach end so lahso can be done safely.

Title: HPN Controller described a failed LAHSO when traffic landing Runway 11 elected to go around; over flying traffic [that] was rolling out on Runway 16.
Narrative: Aircraft X was told to land Runway 16 and that Aircraft Y would land Runway 11 and hold short of Runway 16. Aircraft Y acknowledge LAHSO; but went around over Aircraft X as it was exiting the runway.
