Narrative:
A cessna called ready for taxi from the north ramp. As ground controller; I issued a taxi instruction to runway 10L via taxiway alpha. The pilot read back the taxi clearance correctly; 'runway 10L via alpha.' local control asked me if I had issued a taxi instruction to the cessna for runway 10R; instead of runway 10L. I told local control I had not issued 10R. Local control informed me that the cessna had called ready for take off on runway 10 while crossing runway 10L to go to runway 10R. No other traffic was affected; as there were no aircraft on final; or in position; for runway 10L at the time. The west portion of taxiway alpha is sometimes confusing to pilots; as it becomes taxiway juliet. Signage is poor as well. Wig-wags may have prevented the confusion.

Title: BOI Controller described an unauthorized runway crossing event involving an aircraft taxied to Runway 10L but which continued to Runway 10R; the reporter suggesting a need for improved signage and 'wig-wag' lights.
