Narrative:
Dca approach controller issued me a heading and altitude (150 degrees and 1500'). This heading placed me east of dca now heading towards andrews AFB. I observed an mlt about 3 mi ahead of final approach to andrews. My aircraft was now inside andrews air traffic area. Dca controller was busy with another aircraft, he then gave me a command of a hard right turn to 250 degrees. When talking to his supervisor over the phone, approach controller had never cleared us through andrews air traffic area and never coordinated with them via landline. If I had not been told to turn my aircraft could have been endangering other military aircraft as well as my own. This controller should have coordinated with andrews prior to putting me through their airspace, as this could lead to FAA enforcement action against me, the pilot. This controller spent too much time talking with other aircraft which delayed his commands towards me.

Title: ACR LTT UNAUTH PENETRATION OF ATA. OPERATIONAL DEV.
Narrative: DCA APCH CTLR ISSUED ME A HDG AND ALT (150 DEGS AND 1500'). THIS HDG PLACED ME E OF DCA NOW HDG TOWARDS ANDREWS AFB. I OBSERVED AN MLT ABOUT 3 MI AHEAD OF FINAL APCH TO ANDREWS. WHEN TALKING TO HIS SUPVR OVER THE PHONE, APCH CTLR HAD NEVER CLRED US THROUGH ANDREWS ATA AND NEVER COORDINATED WITH THEM VIA LANDLINE. IF I HAD NOT BEEN TOLD TO TURN MY ACFT COULD HAVE BEEN ENDANGERING OTHER MIL ACFT AS WELL AS MY OWN. THIS CTLR SHOULD HAVE COORDINATED WITH ANDREWS PRIOR TO PUTTING ME THROUGH THEIR AIRSPACE, AS THIS COULD LEAD TO FAA ENFORCEMENT ACTION AGAINST ME, THE PLT. THIS CTLR SPENT TOO MUCH TIME TALKING WITH OTHER ACFT WHICH DELAYED HIS COMMANDS TOWARDS ME.
