Narrative:
When we were on short final to runway 13L (about 1 mile out); an air carrier aircraft pulled out onto our runway from taxiway B; as though the crew was lining up for takeoff. We initiated a go-around and came back around for an uneventful landing on 13L. We initiated the go-around. The tower controller was also working traffic for 13R at that time; so certainly his attention could have been focused elsewhere. There are also multiple construction cranes working on a new terminal. Perhaps one of them obstructed the view from the tower. Neither of us even remember hearing the other aircraft crew call the tower for a takeoff clearance. From our vantage point; it was like this airliner just appeared out of nowhere and pulled out onto our runway without talking to anybody.
