Narrative:

Absent turbulence; the FAA-approved airplane flight manual requires seat belt sign illumination at transition altitude during descent. The transition altitude in the netherlands is usually 4;500 feet; leaving approximately 7 minutes before landing. I exercised my emergency authority in violating this hastily and ill-conceived procedure to ensure the safety of my passengers and crew.
