Narrative:
I was inbound to cgz from the northwest and reported 8 miles out saying I was on the 45 for runway 5 at cgz. Runway 5 is the no/low wind runway due to practice VOR/ILS approaches made by instrument students. Aircraft Y reported south of the airport for a midfield crossover for runway 23. I contacted aircraft Y and told him I would modify my intentions to runway 23. The flight instructor answered me back that he would follow me in as I was at that time in a position to enter a right base to 23. Runway 23 has a right traffic pattern at cgz. An aircraft departed 5 and the inbound aircraft Y reported his intentions to make a mid field crossover for runway 5. I told aircraft Y I was now at an entry point to enter the downwind for runway 5 and was entering the pattern. I spotted aircraft Y when he was about 1/2 mile southeast of the airport and kept my eyes on him. The flight instructor in aircraft Y said he would follow me in by doing a teardrop entry into the runway 5 downwind. On my downwind leg aircraft Y crossed over the field and made a right hand turn straight toward me which would have been the position for him to be in to make a right downwind for runway 23. I took evasive action and called aircraft Y to see if he saw me and I did not get a clear answer from him. The rest of the flight was uneventful with aircraft Y landing behind me.
