Narrative:
The cpc working local 3 advised me he would have two heavy jets departing runway 19C instead of runway 30; which northbound departures would usually depart. He was going to turn them to a 320 heading to get them as northbound as possible. I rolled a CL60 jet several minutes later and turned him to a 230 heading; the heavy; who departed 19C was slow to turn although the headings were diverging all the time. Ca went off on the radar but it looked good out the window at all times and the courses were diverging. Approach called the other local and was worried that teh heavy was not turning; but he was. I don't think the situation was ever unsafe but the coordination could have been better if it had been more timely and I should have just restricted myself to runway heading until local control 3's aircraft were gone and out of the way. Maybe this should be procedural as when LC3 says he has a guy to go; a time constraint should be put on him or coordinate each aircraft individually.

Title: IAD Controller described a Conflict Alert event involving traffic departing Runway 19C and a departure off a parallel runway; the reporter suggesting a formal procedure to cover this type of operational circumstance.
