Narrative:
We received a rud limiter caution message soon after takeoff. We complied with QRH procedure which required landing at the nearest suitable airport. I consulted dispatch and we decided atl was the nearest suitable airport. I declared an emergency and told ATC we needed to burn off about 1900 pounds of fuel to be below max landing weight. I had approach control vector us until they could find a good holding location for us. I asked my first officer to also go over the QRH procedure; after he read the procedure he concurred we were doing the correct procedure. We briefed the flight attendants and passengers of our problem. Once at an acceptable landing weight we advised approach that we could return and land. We landed without further incident.
