Narrative:
As we neared the departure end of runway xx [about #2 or 3 for departure] another aircraft reported that our fuel door was open. ATC taxied us to a remote parking area. We began our taxi back to a spot for the fuelers to close the door. A fueling supervisor closed the door and we got back in line for departure. We were running late due to weather. Did a quick turn; ready to go and no fuel yet. Fueler and a supervisor showed up after 2 or 3 calls to operations. They fueled us and then took a long time to unhook; stow and then get out from behind us so that we could push. We took an additional 15 minute delay for the fueling process. Obviously neither the fueler nor his supervisor nor the push crew looked at the door! Normally when that happens a passenger will say something during the push - this time none of them noticed.

Title: A DHC8 returned to the gate to have the fueling panel door closed after the Fueler failed to close it during a rushed turn around.
