Narrative:
[Using] east flow [operations]; [I] had to vector a few aircraft off of the RNAV arrival for sequencing. This CRJ9 was near the tail end; checked in descending via the RNAV arrival. I stopped the descent at 10;000 ft due to traffic on either side of his track (VFR C182 about 4 NM to the west at 9;500 ft and an IFR P28R about 3.5 NM to the east at 8;000 ft). Neither of these aircraft became a factor; so I issued a descent to 8;000 ft. There were no limited data blocks directly in front of CRJ9 when the pilot said he was responding to an RA. I asked where the TCAS showed the traffic; he said; 'I don't know; but we got the RA.' I really don't know [what to recommend]. This was one of several recently; none of which; in my opinion; should have triggered an RA. Just wonder if there was a recent upgrade to TCAS software that maybe has a bug?
