Narrative:
To meet SOP; aircraft were required to cross the next sector's boundary at or below FL330. Due to crossing traffic at FL330 the aircraft was insured a crossing restriction off of the NAVAID the aircraft was navigating directly to at FL320. The crossing restriction was very achievable and allowed some room to spare. However; the aircraft missed the crossing by an estimated 10 miles. Furthermore; the aircraft did not attempt to tell us the crossing could not be made at any point. I have no recommendations. If the crossing would have been achieved there would have been no issue.

Title: Center Controller described a near separation loss. The event occurred in his/her airspace; but caused by the previous controller's lack of follow-up action.
