Narrative:
I had cleared CRJ2 for take off; and then 40 seconds later I cleared the CRJ7 to cross and immediately went back to the CRJ7 when I realized that the CRJ2 was not rolling yet and told him to hold his position. I thought he said alright; but after listening to the tapes he said good night. It appeared he was not crossing from looking out the window and at the asde-X; but then I saw him moving and this was about 20 seconds after I thought he said he was holding short; he started to cross the runway. At this time the CRJ2 had started departure roll and I went to abort his take off clearance but he was already rotating and at that time it was safer to let him depart than try and get him to stop. Recommendation; get a better read back from the aircraft crossing the runway.

Title: Tower Controller described a runway crossing conflict event after instructing the aircraft to hold short; post incident tape reviews indicated that the aircraft hold clearance readback was incorrect.
