Narrative:
I was approximately 10 mi north of the yakima airport heading toward ellensburg and 5 mi west of the yakima MOA. As I looked up from spotting my landmark fix I saw movement from a ridge line ahead into the horizon. An fgt was climbing in a right hand turn 1/4 mi from me and climbing toward me. I turned to the right away from him as he passed at my altitude and 100' away, taking no evasive action. Since the fgt's camouflage paint scheme blended with the ridge line I was unable to spot the fgt until he climbed and turned toward me. Once he was in the clear (away from the ridge) I could see him. Fgt's should have stayed in the MOA or cleared their turns.

Title: CLOSE PROX GA-SMA FGT NEAR RESTRICTED AREA.
Narrative: I WAS APPROX 10 MI N OF THE YAKIMA ARPT HDG TOWARD ELLENSBURG AND 5 MI W OF THE YAKIMA MOA. AS I LOOKED UP FROM SPOTTING MY LANDMARK FIX I SAW MOVEMENT FROM A RIDGE LINE AHEAD INTO THE HORIZON. AN FGT WAS CLBING IN A R HAND TURN 1/4 MI FROM ME AND CLBING TOWARD ME. I TURNED TO THE R AWAY FROM HIM AS HE PASSED AT MY ALT AND 100' AWAY, TAKING NO EVASIVE ACTION. SINCE THE FGT'S CAMOUFLAGE PAINT SCHEME BLENDED WITH THE RIDGE LINE I WAS UNABLE TO SPOT THE FGT UNTIL HE CLBED AND TURNED TOWARD ME. ONCE HE WAS IN THE CLR (AWAY FROM THE RIDGE) I COULD SEE HIM. FGT'S SHOULD HAVE STAYED IN THE MOA OR CLRED THEIR TURNS.
