Narrative:
Lga tower never cleared us to land until very close in. Once cleared to land; they had cleared a md-80 for take-off on runway 31. This course was taking us to a mid-air or ground collision at the intersection of runway 22 and runway 31. We mentioned to tower that this would not work well and started to execute a go-around when tower told us to go-around. I was concerned now that the md-80 would be airborne and climbing into us so; I called for a left displacement over runway 22. Cause; aircraft cleared for take off without much clearance to avoid a mid or ground/collision with landing aircraft on intersecting runways. Suggestions; this is a normal occurrence at lga; too rushed and too much traffic to avoid human errors. I've seen this numerous times during my many years flying to lga. It will continue to happen; until someone gets hurt.

Title: Air Carrier landing LGA Runway 22 noted traffic departing Runway 31 and elected to initiate a go around that was immediately followed by an ATC go around instruction; the reporter indicating previous similar events.
Narrative: LGA Tower never cleared us to land until very close in. Once cleared to land; they had cleared a MD-80 for take-off on Runway 31.
