Narrative:
I was 15 DME from bmg on 065 degree right at 4000' on an IFR flight plan in VFR conditions. Hullman approach received us 8 DME from bmg and gave us a descent to 2000'. Note: never said to report field in sight, but did ask if we wanted runway 24 or 6. I requested straight in for 24. Not hearing anything from approach I reported the field in sight at 3.8 DME. Note the VOR is almost even with the beginning of 24. The controller barked at me and told me to contact bmg tower on 121.2. I did and said, 'bloomington tower aircraft X is on a 3 mi final for 24.' she replied, 'roger, X cleared to land 24.' I reduced power to descend and 10 seconds later there was aircraft Y just below to my right. I immediately went to full power and banked left. I told the controller that she just cleared me to land on top of small aircraft Y. She then panicked and told aircraft Y to go around and turn left, thus turning him into me. Bmg does not have any radar, but she never even told me I was #2 for 24!
