Narrative:

IFR point out from ZOA on a P46T passing over fat to mce. ZOA asked for point out on aircraft 13;000 descending to 8;000. Point out was approved. Later oakland handed aircraft off to nct who descended aircraft below without coordination. Asked nct if they were talking/descending the P46T and controller said yes. Claimed LOA between fat and nct allows him to descend aircraft from oakland center in fat airspace. LOA does not allow this operation.

Narrative: IFR point out from ZOA on a P46T passing over FAT to MCE. ZOA asked for Point Out on aircraft 13;000 descending to 8;000. Point out was approved. Later Oakland handed aircraft off to NCT who descended aircraft below without coordination. Asked NCT if they were talking/descending the P46T and Controller said yes. Claimed LOA between FAT and NCT allows him to descend aircraft from Oakland Center in FAT airspace. LOA does not allow this operation.
