Narrative:
The event occurred on the ramp right before we were about to close the door to the crj-200 airplane. I just hooked the tow bar up to the plane. I drove the pushback tug to the front of the plane to get it in position to be hooked up to the tow bar. I pulled up the parking brake; but I did not put the tug in neutral. I got off the tug and when I turned around; the tug was moving forward toward the plane. I got back on the tug and backed it away from the plane. When the tug was clear it revealed that the handle on the tow bar had been taken off.to prevent this problem from happening again; before I get off the tug I need to check the brake and the [transmission] gears three times before I get off [the tug] to ensure they are in the right position. [This will] ensure the tug will not move after a person dismounts.

Title: A Ramp Operations Tug Driver reports hooking up a tow bar to a CRJ-200 aircraft and positioning the pushback tug in front of the tow bar; pulling up on the parking brake; and getting out of the tug without positioning the gearshift in neutral. Tug continues to move toward aircraft; shearing off the tow bar handle.
