Narrative:

I was working a police helicopter after he called me 6-7 east of tinker AFB and asked for advisories wbound at 1700' MSL (400' AGL). Immediately after tagging and identing the helicopter I told him to contact tik tower on 124.45, no acknowledgement. Told him again and this time I assumed he had changed frequencys. He did not but tinker did have the displayed alpa/numeric target and let the aircraft come across the airport (no traffic involved) but did not say to me that they were not talking to the aircraft. They then filed a system deviation report with their safety institute and FAA FSDO. Pretty crummy deal, huh?! All tinker tower had to do was tell us they weren't talking to the helicopter.

Title: APCH CTLR ALLOWED A HELICOPTER TO PASS THROUGH AN ATA WITHOUT ENSURING THAT THE HELICOPTER CONTACTED THE TWR, OR COORDINATING WITH THE TWR.

IMMEDIATELY AFTER TAGGING AND IDENTING THE HELI I TOLD HIM TO CONTACT TIK TWR ON 124.45, NO ACKNOWLEDGEMENT. TOLD HIM AGAIN AND THIS TIME I ASSUMED HE HAD CHANGED FREQS. HE DID NOT BUT TINKER DID HAVE THE DISPLAYED ALPA/NUMERIC TARGET AND LET THE ACFT COME ACROSS THE ARPT (NO TFC INVOLVED) BUT DID NOT SAY TO ME THAT THEY WERE NOT TALKING TO THE ACFT. THEY THEN FILED A SYS DEVIATION RPT WITH THEIR SAFETY INSTITUTE AND FAA FSDO. PRETTY CRUMMY DEAL, HUH?! ALL TINKER TWR HAD TO DO WAS TELL US THEY WEREN'T TALKING TO THE HELI.
