Narrative:
Flight requested an early departure. I reviewed the weather and NOTAMS and determined the flight was legal to depart so I issued the release. During flight planning I noted that runway 03/21 was notamed closed for 30 minutes and runway 15/33 notamed closed for the following 30 minute period after 03/21 opened. This had not changed when I reviewed the weather and notams for the early departure; so I knew that runway 15/33 would be available for departure. I was later notified that the crew departed from runway 03/21 with men and equipment on the runway. Why wasn't the runway blocked while men and equipment were on the runway while in an uncontrolled environment with the tower closed. Was this information available on the ATIS? I was told that the NOTAM was not included in the flight paperwork. Why was this? The crews are allowed to depart 15 minutes early without my permission and review; this would have put them into the closure time without the proper information on the paperwork. I was under the understanding that the flight planning software looks 1 hour before and after the departure; I assumed that what I could see in the weather/NOTAM frame in the flight planning would be included in the paperwork.
