Narrative:
While on downwind to runway 36R the flaps and slats did not extend when selected. An emergency was declared as a precaution. Dispatch and maintenance were brought into the loop; as additional external resources. Flaps and slats were only able to be extended via the QRH alternate flap operation procedure. Flaps were extended to 15 degrees per this non-normal procedure and an uneventful flaps 15 landing was accomplished.

Title: A B737-400 flight crew extended flaps to 15 via the alternate system when they failed to extend normally. They declared a precautionary emergency and landed uneventfully.
