Narrative:
Approaching cruise altitude and breaking out of cloud tops, first officer noticed #1 engine start valve open light on, while turning off engine heat. Retarded #1 throttle to idle, start valve light flickered. Duct pressure normal at cruise power and idle. Pushed power back to cruise power and start valve light remained illuminated, flickering occasionally. Executed the 'start valve light illuminated' abnormal checklist, made a precautionary engine shutdown and returned to minneapolis for approach and landing. Repeated attempts to contact both commercial radio and local ground handlers while airborne, to advise of situation, were unsuccessful. Several mins after landing, we were finally able to notify msp ground handlers.

Title: #1 ENG, START VALVE OPEN LIGHT ON IN CRUISE. ENG SHUTDOWN AS A PRECAUTIONARY ACTION, ACFT RETURNED TO DEP ARPT AND LANDED UNEVENTFULLY.
Narrative: APCHING CRUISE ALT AND BREAKING OUT OF CLOUD TOPS, FO NOTICED #1 ENG START VALVE OPEN LIGHT ON, WHILE TURNING OFF ENG HEAT. RETARDED #1 THROTTLE TO IDLE, START VALVE LIGHT FLICKERED.
