Narrative:

The nose gear failed to retract on departure; so we followed QRH and returned. We advised dispatch of our air return via ACARS upon landing. Upon landing the operations frequency seemed incapable of understanding aviation english. It took 15 minutes to process a very simple request for a gate to return to (there were lots of open gates and the frequency was not busy; this was simply their inability to communicate effectively. Had this been some sort of medical emergency; I think I would have just dropped the air stairs on an active taxiway and had the ambulance meet us there rather than dealing with operations and the ramp personnel.

Title: CRJ200 First Officer reports failure of the nose landing gear to retract after takeoff and the uneventful return for landing after applying QRH procedures. Communication difficulties with Operations personnel greatly delay the arrival at a gate.
