Narrative:
The first officer was flying. We were given the mogwi 1 arrival into phx. They gave us a restriction to cross tonto at or below 15000' for 12000', 250 KTS. The first officer was new, approximately 1 1/2 months on line. He came out of an small transport. He had been very good the legs prior to this. When he was given the restriction he pushed vertical speed to start down at 3000 FPM, but he thought that the vertical navigation systems would still capture in the vertical speed mode. It won't! ZAB distracted me just as my first officer started to get behind the descent. ZAB wanted the winds at 29000'. When I realized that we weren't going to make the restriction I immediately called center and told them. They called approach and center told me there wasn't any problem, but to be sure I filed one of your reports. It is my fault for not paying more attention to the first officer. I'm also a new captain (less than 100 hours), but I've learned a big lesson. Thanks to your program, I might get a second chance.

Title: NEW FO, PF, FAILED TO COMPLY WITH CROSSING ALT RESTRICTION.
Narrative: THE F/O WAS FLYING. WE WERE GIVEN THE MOGWI 1 ARR INTO PHX. THEY GAVE US A RESTRICTION TO CROSS TONTO AT OR BELOW 15000' FOR 12000', 250 KTS. THE F/O WAS NEW, APPROX 1 1/2 MONTHS ON LINE. HE CAME OUT OF AN SMT. HE HAD BEEN VERY GOOD THE LEGS PRIOR TO THIS. WHEN HE WAS GIVEN THE RESTRICTION HE PUSHED VERT SPD TO START DOWN AT 3000 FPM, BUT HE THOUGHT THAT THE VERT NAV SYSTEMS WOULD STILL CAPTURE IN THE VERT SPD MODE. IT WON'T! ZAB DISTRACTED ME JUST AS MY F/O STARTED TO GET BEHIND THE DSCNT. ZAB WANTED THE WINDS AT 29000'. WHEN I REALIZED THAT WE WEREN'T GOING TO MAKE THE RESTRICTION I IMMEDIATELY CALLED CENTER AND TOLD THEM. THEY CALLED APCH AND CENTER TOLD ME THERE WASN'T ANY PROB, BUT TO BE SURE I FILED ONE OF YOUR RPTS. IT IS MY FAULT FOR NOT PAYING MORE ATTN TO THE F/O. I'M ALSO A NEW CAPT (LESS THAN 100 HRS), BUT I'VE LEARNED A BIG LESSON. THANKS TO YOUR PROGRAM, I MIGHT GET A SECOND CHANCE.
