Narrative:
We were approaching march field from the southwest. I contacted the tower for permission to enter and perform our aerial survey work. The controller advised me to remain clear and turn to the north. I complied and asked her to call the positions of my traffic, she did not reply. As I turned northbound I saw an mlt on downwind at about 4000' (I was at about 2800'). As we traveled north I was being trapped by rising terrain west and the arsa core on the east and the mlt passing overhead. By listening on the frequency I was able to locate the other aircraft in the pattern and advised the tower the tower allowed me to go to the survey site which we did and completed our work and departed eastbound as the tower requested. I believe the tower was very inept at handling my request (may have been a trnee) and compromised safety with her instructions and refusal to call traffic.

Title: ENTERED ARSA WITHOUT CLRNC.
Narrative: WE WERE APCHING MARCH FIELD FROM THE SW. I CONTACTED THE TWR FOR PERMISSION TO ENTER AND PERFORM OUR AERIAL SURVEY WORK. THE CTLR ADVISED ME TO REMAIN CLR AND TURN TO THE N. I COMPLIED AND ASKED HER TO CALL THE POSITIONS OF MY TFC, SHE DID NOT REPLY. AS I TURNED NBOUND I SAW AN MLT ON DOWNWIND AT ABOUT 4000' (I WAS AT ABOUT 2800'). AS WE TRAVELED N I WAS BEING TRAPPED BY RISING TERRAIN W AND THE ARSA CORE ON THE E AND THE MLT PASSING OVERHEAD. BY LISTENING ON THE FREQ I WAS ABLE TO LOCATE THE OTHER ACFT IN THE PATTERN AND ADVISED THE TWR THE TWR ALLOWED ME TO GO TO THE SURVEY SITE WHICH WE DID AND COMPLETED OUR WORK AND DEPARTED EBND AS THE TWR REQUESTED. I BELIEVE THE TWR WAS VERY INEPT AT HANDLING MY REQUEST (MAY HAVE BEEN A TRNEE) AND COMPROMISED SAFETY WITH HER INSTRUCTIONS AND REFUSAL TO CALL TFC.
