Narrative:
On the takeoff roll at 70 KIAS the takeoff warning horn sounded with an EICAS flaps primary advisory. We aborted the takeoff; but rejected takeoff did not engage. The tower was notified of the abort. A PA was made to remain seated. We taxied back to the gate and the flight was later canceled.

Title: A B747-400 flight crew aborted their takeoff below 80 KIAS when they received a takeoff configuration warning accompanied by a 'Flaps Primary' EICAS message.
Narrative: On the takeoff roll at 70 KIAS the takeoff warning horn sounded with an EICAS FLAPS Primary advisory. We aborted the takeoff; but RTO did not engage. The Tower was notified of the abort. A PA was made to remain seated. We taxied back to the gate and the flight was later canceled.
