Narrative:
Problem arrived from communication failure. On approach, controller was vectoring for ILS 28 and copilot was reading back ILS 22. Neither crew nor controller caught error of readback. Error picked up by tower which cleared flight to landing 22 runway. Also crew was visual and point of clearance by approach had aircraft already through localizer thus reenforcing clearance for ILS 22.
