Narrative:
While awaiting takeoff clearance an mlt missed our aircraft by approximately 50'. He was on an ILS runway 23. He missed approach but came close to hitting us on the ground. His approach should have been monitored. An air carrier missed the approach just after this. It appears he was looking for the runway instead of his instruments.

Narrative: WHILE AWAITING TKOF CLRNC AN MLT MISSED OUR ACFT BY APPROX 50'. HE WAS ON AN ILS RWY 23. HE MISSED APCH BUT CAME CLOSE TO HITTING US ON THE GND. HIS APCH SHOULD HAVE BEEN MONITORED. AN AIR CARRIER MISSED THE APCH JUST AFTER THIS. IT APPEARS HE WAS LOOKING FOR THE RWY INSTEAD OF HIS INSTRUMENTS.
