Narrative:

Descending from 5000 ft to 2500 ft turning right to 150 degree heading. We were going through 4600 ft coming out of a scattered cloud when we saw a single engine, low fixed wing aircraft just above us and to the left in what appeared to be a slight right bank and climbing towards the altitude we had just vacated. We notified approach control and he said he had no such target. This was cvg approach. We landed on runway 18R.
