Narrative:

While on the norfolk SID, climbing to 4000', orf approach advised me of a military spc traffic at 3 O'clock also climbing from 3000' to 4000' MSL. Approach gave us an immediate descent to 3000 to avoid collision. Spc passed slightly above and behind our medium large transport. We filed near miss with ATC. Difficult to know exact miss distance since we were transitioning to descent and he was climbing. Part of the problem was that orf tower didn't hand us off to approach until we passed 3000' MSL.

Title: ACR MLG CLIMBING ON SID WAS ISSUED AN IMMEDIATE DESCENT TO AVOID AN SPC.

Narrative: WHILE ON THE NORFOLK SID, CLBING TO 4000', ORF APCH ADVISED ME OF A MIL SPC TFC AT 3 O'CLOCK ALSO CLBING FROM 3000' TO 4000' MSL.
