Narrative:
Light transport inbound to teb on avp 2 STAR, ny approach stopped accepting jfk arrival aircraft. I had 3 aircraft at FL190, 5 mi in trail. Approach took first aircraft but not second one. While keeping aircraft separated and issuing holding instructions, light transport was not descended to handoff altitude of 7000'. Light transport was given a left 360 degree turn but penetrated N90 airspace west/O a handoff or pointout.

Narrative: LTT INBND TO TEB ON AVP 2 STAR, NY APCH STOPPED ACCEPTING JFK ARR ACFT. I HAD 3 ACFT AT FL190, 5 MI IN TRAIL. APCH TOOK FIRST ACFT BUT NOT SECOND ONE.
