Narrative:
Aircraft was issued pre-taxi by local controller/ground control combined. I then assumed ground control position. When approach control received release from center, route was revised. Approach control then added altitude restriction due to inbound traffic. Altitude change was coordinated with ground control and issued by myself. However, route amendment was not coordinated and was not noticed by myself. Subsequently aircraft departed and was ultimately observed by center radar on wrong airway. (Yakima approach/departure control is non radar.) there was no loss of separation, but center initiated action to ensure separation was maintained. In addition to my duties as ground controller, I was also performing clearance delivery and FD. One factor that precluded my giving more attention to the situation was typing in a pop-up flight plan with the air-taxi taxiing out in the middle of that process. The major contributing factors was lack of verbal coordination between approach and ground control re: revised route. Also contributing was pre-taxi clearance without radar back-up. Both items will be discussed through qa and fab locally.
Original NASA ASRS Text
Title: SMT WAS NOT ISSUED REVISED ROUTING PRIOR TO TKOF AND PENETRATED ADJACENT AIRSPACE WITHOUT AUTHORIZATION.
Narrative: ACFT WAS ISSUED PRE-TAXI BY LCL CTLR/GND CTL COMBINED. I THEN ASSUMED GND CTL POSITION. WHEN APCH CTL RECEIVED RELEASE FROM CENTER, ROUTE WAS REVISED. APCH CTL THEN ADDED ALT RESTRICTION DUE TO INBND TFC. ALT CHANGE WAS COORDINATED WITH GND CTL AND ISSUED BY MYSELF. HOWEVER, ROUTE AMENDMENT WAS NOT COORDINATED AND WAS NOT NOTICED BY MYSELF. SUBSEQUENTLY ACFT DEPARTED AND WAS ULTIMATELY OBSERVED BY CENTER RADAR ON WRONG AIRWAY. (YAKIMA APCH/DEP CTL IS NON RADAR.) THERE WAS NO LOSS OF SEPARATION, BUT CENTER INITIATED ACTION TO ENSURE SEPARATION WAS MAINTAINED. IN ADDITION TO MY DUTIES AS GND CTLR, I WAS ALSO PERFORMING CD AND FD. ONE FACTOR THAT PRECLUDED MY GIVING MORE ATTN TO THE SITUATION WAS TYPING IN A POP-UP FLT PLAN WITH THE AIR-TAXI TAXIING OUT IN THE MIDDLE OF THAT PROCESS. THE MAJOR CONTRIBUTING FACTORS WAS LACK OF VERBAL COORD BETWEEN APCH AND GND CTL RE: REVISED ROUTE. ALSO CONTRIBUTING WAS PRE-TAXI CLRNC WITHOUT RADAR BACK-UP. BOTH ITEMS WILL BE DISCUSSED THROUGH QA AND FAB LOCALLY.
