Narrative:

I, as a transferring controller, was told the next sector could not take a handoff on a certain aircraft. I was told 'spin him,' which I did. The aircraft penetrated the next sector by 1/2 mi and because the precise phraseology for a pointout was not adhered to, I was faulted solely on a technicality and have a black mark on my record which I feel I do not merit. It is cases like this that erode morale and in the long run, in my opinion, severely hurt the system. Disgruntled controllers are simply not predisposed to do as good a job as controllers whose morale is higher. The rules in the book do not represent the real world. In this particular instance, the well 'to do' was over words, not actions, but has had a disproportionate result.

Title: ACFT PENETRATED ADJACENT SECTOR AIRSPACE WITHOUT AUTHORIZATION.

Narrative: I, AS A TRANSFERRING CTLR, WAS TOLD THE NEXT SECTOR COULD NOT TAKE A HDOF ON A CERTAIN ACFT. I WAS TOLD 'SPIN HIM,' WHICH I DID. THE ACFT PENETRATED THE NEXT SECTOR BY 1/2 MI AND BECAUSE THE PRECISE PHRASEOLOGY FOR A POINTOUT WAS NOT ADHERED TO, I WAS FAULTED SOLELY ON A TECHNICALITY AND HAVE A BLACK MARK ON MY RECORD WHICH I FEEL I DO NOT MERIT. IT IS CASES LIKE THIS THAT ERODE MORALE AND IN THE LONG RUN, IN MY OPINION, SEVERELY HURT THE SYS. DISGRUNTLED CTLRS ARE SIMPLY NOT PREDISPOSED TO DO AS GOOD A JOB AS CTLRS WHOSE MORALE IS HIGHER. THE RULES IN THE BOOK DO NOT REPRESENT THE REAL WORLD. IN THIS PARTICULAR INSTANCE, THE WELL 'TO DO' WAS OVER WORDS, NOT ACTIONS, BUT HAS HAD A DISPROPORTIONATE RESULT.
