'Thrust lever position disagree' fault; caused thrust to go to idle when slats are [extended]; during ILS intercept; thus degrading aircraft to a single engine operation. Landed with engine number 2 at idle; in accordance with all applicable procedures. Landing was uneventful.

Title: A319 Captain reported effective loss of Number 2 engine when the thrust lever was driven to idle by a 'Thrust Lever Position Disagree' fault during the approach.
Narrative: 'Thrust lever position disagree' fault; caused thrust to go to idle when slats are [extended]; during ILS intercept; thus degrading aircraft to a single engine operation. Landed with Engine Number 2 at idle; in accordance with all applicable procedures. Landing was uneventful.
