Narrative:
As PIC of small aircraft X I executed a takeoff when high wing small aircraft Y with landing light on was on short final approach to runway 19, causing the landing aircraft to go around on my right side to avoid collision. His declared intent was touch and go. I executed a straight out departure while he continued in the pattern crossing behind me at a safe distance. I was tired from completion of a marginal VFR flight just prior and dealing with a personal assault which happened 2 days before. This date was also my birthday. I have waited in similar situations many times in the past and am unable to explain my foolish, impulsive and dangerous behavior.

Title: GA-SMA MADE TKOF FROM NON TWR ARPT CAUSING SECOND GA-SMA ON SHORT FINAL TO GO AROUND.
Narrative: AS PIC OF SMA X I EXECUTED A TKOF WHEN HIGH WING SMA Y WITH LNDG LIGHT ON WAS ON SHORT FINAL APCH TO RWY 19, CAUSING THE LNDG ACFT TO GO AROUND ON MY RIGHT SIDE TO AVOID COLLISION. HIS DECLARED INTENT WAS TOUCH AND GO. I EXECUTED A STRAIGHT OUT DEP WHILE HE CONTINUED IN THE PATTERN XING BEHIND ME AT A SAFE DISTANCE.
