Narrative:

Air carrier a and air carrier B both southbound climbing off stl. Both assigned 190 degree headings at request of mem ARTCC. First aircraft change to mem approximately 20 north of sector boundary. I did not realize a handoff had not occurred. Attention diverted by person coming up and talking to me. Air carrier B reported out of FL270 for FL280. I looked and saw he was right on the sector boundary. Started handoff and called mem sector. He said no problem. Then I realized the first aircraft had not been handed off. Made second handoff. No other aircraft were involved. A factor was that neither aircraft automatically handed off.

Title: TWO ACFT ALLOWED TO ENTER ADJACENT AIRSPACE WITHOUT RADAR HANDOFFS.

Narrative: ACR A AND ACR B BOTH SBND CLBING OFF STL. BOTH ASSIGNED 190 DEG HDGS AT REQUEST OF MEM ARTCC. FIRST ACFT CHANGE TO MEM APPROX 20 N OF SECTOR BOUNDARY. I DID NOT REALIZE A HDOF HAD NOT OCCURRED. ATTN DIVERTED BY PERSON COMING UP AND TALKING TO ME. ACR B RPTED OUT OF FL270 FOR FL280. I LOOKED AND SAW HE WAS RIGHT ON THE SECTOR BOUNDARY. STARTED HDOF AND CALLED MEM SECTOR. HE SAID NO PROB. THEN I REALIZED THE FIRST ACFT HAD NOT BEEN HANDED OFF. MADE SECOND HDOF. NO OTHER ACFT WERE INVOLVED. A FACTOR WAS THAT NEITHER ACFT AUTOMATICALLY HANDED OFF.
